Here is the Black Caiman ( NRG Universe* ) drug Cartel's own personal Willy Wonka, the Candy Man, whose mastery over dangerous drugs and neurotics have dangerous effects on the Animated Ace.
Candy Man is a pharmaceutical and chemical genius able to make highly addictive narcotics and drug with various effects. Is rumored to be working with the Think Tank to produce the first ever Superpower inducing drugs. Though Paraplegic, Candy Man has trained himself into a top-level martial artist using his crutches as weapons. Crutches are also outfitted with tasers and blow darts designed to fire darts of narcotics at his enemies.
