Simon Says Cartoon ( Character design - Commission )

This is the cartoon version of the villain character called Simon Says, the main villain of ToonMan ( a monochromatic 30/40´s cartoon character along the lines of the Mask, TankGirl, Frekazoing, MightyMouse and more ) that has his own comid book called ToonMan: The Animated Ace by NRG Comics. Simon Says is also the lider of a super villains team called the Bombastics that it´s pretty much a party of 4 with the members being Material Girl, Muenster Mash and Living Battery.
